    Biography


     

    Professor of Criminal Law and Coordinator of the Master of Criminal Sciences Program at the College of Law of Umm Al Quwain University, Attorney before the Egyptian Court of Cassation, the Supreme Administrative Court, and the Supreme Constitutional Court, with over twenty-five years of distinguished academic, legal, and professional experience in Criminal Law, Criminal Procedure, Human Rights, Comparative Criminal Justice, Cybercrime Legislation, and Legal Training.

    Currently, Prof. Dr. El-Feky plays a leading academic and administrative role in developing and coordinating the Master of Criminal Sciences Program, including curriculum development, academic quality assurance, postgraduate supervision, research development, and the organization of practical legal workshops and field-based criminal justice training

    programs in cooperation with judicial and law enforcement authorities within the United Arab Emirates.

    He obtained his LL.B. from Ain Shams University in 1997, followed by an LL.M. in 1999, in addition to postgraduate diplomas in Criminal Law and Private Law. He further earned his Ph.D. in Law from Cairo University in 2007 with the grade of “Very Good” for his doctoral dissertation entitled: “Criminal Liability for the Torture of the Accused.”

    Throughout his academic career, Prof. Dr. El-Feky has held several senior academic and administrative positions at Sadat City University, including Professor of Criminal Law, Head of the Criminal Law Department, Acting Dean of the Faculty of Law, Vice Dean for Education and Student Affairs, and Vice Dean for Graduate Studies and Research.

    His teaching portfolio encompasses Criminal Law (General and Special Parts), Criminal Procedure Law, International Criminal Law, Criminology and Penology, Cybercrime Legislation, Islamic Criminal Law, Comparative Legal Systems, and Legal Research Methodology at both undergraduate and postgraduate levels. He has also supervised, examined, and arbitrated a substantial number of master’s and Ph.D. theses across leading Egyptian and Arab universities.

    Prof. Dr. El-Feky is the author of numerous legal books, peer-reviewed publications, and scholarly studies in both Arabic and English. His recent research contributions include Scopus-indexed publications addressing cyber blackmail, electronic fraud, public sector governance, procurement systems, BOT contracts, and comparative criminal justice frameworks.

    In addition to his academic expertise, he possesses extensive practical experience in criminal litigation and legal advocacy, having appeared before Egyptian criminal courts in major criminal cases and drafted>
     

    Terminal Degree: PhD. in Financial and Banking Sciences, Universiti Sains Islam Malaysia (USIM), awarded in 2016.
